The City of Pearland has requirements (in the form of Ordinances) for organizing most events within City limits. The reason for this is to maintain the quality of life aspect that residents have come to appreciate. See below to learn more about the types of events that are allowed, and what type of permit is required to follow the guidelines.

Most events fall under based on a set of criteria defined in the Ordinance. Below you will find the three categories with links to the appropriate permitting process for that event:

 


Special Events (Type A Event)

An event that requires a Special Event Permit is any event that impacts City streets or facilities, involves off-premises alcohol sales, and/or is expected to have more than 1,500 participants. These events usually involve Parks & Recreation Special Event staff having direct involvement and usually take place in city parks. Some events may not have over 1,500 participants but still qualify as needing a permit. These permits are processed by P&R Special Events staff. Such an event may be one of the following:

  • Festival
  • Concert
  • Circus
  • Bike Race/Tour
  • Run/Walk
  • Parade
  • Athletic Event
  • Carnival/Fair

Facility Rental (Type B Event)

 

Any event that requires the use of a City facility (parks, pavilions, etc.) for a celebration does not typically require any permit. This type of event is processed by Parks & Recreation staff and can be one of the following:

  • Birthday Party
  • Retirement Party
  • Basketball/Baseball Clinic
  • Social Group Gathering

Temporary Activity

Any event that is small in nature (fewer than 1,500 participants), will have a temporary fixture outside, does not involve onsite Parks & Recreation Special Event staff, and takes place on private/public property (such as a parking lot) is processed through Community Development. The event’s temporary fixture may involve one or more of the following:

 

  • Food Trucks
  • Pop-up Tents
  • Portable Displays

Apply for a Temporary Activity Permit through the Community Development Department.
